My understanding is that it’d be based on what’s been federated to your instance. Since ml has been around longer than most instances, a lot of their history never got federated.

as it specifies what percentage of email this rule should apply.

Pig ears and antlers have always worked well for me. You can buy sizable bags of them for pretty cheap, so it’s not a big deal if they burn through them quickly.
